About this opportunity

West Earl Township in Lancaster County, Pennsylvania is soliciting sealed bids for final restoration work associated with a water main break repair through the PennBid Program. Bids will be accepted on a unit price basis until 10:00 a.m. local time on Wednesday, April 22, 2026, at which point bids will be opened and made available online. The procurement encompasses restoration work at the intersection of S.R. 0772 (S. State Street) and Locust Street (T-795) and includes mobilization and demobilization, maintenance and protection of traffic, superpave base course placement (6 inches depth), superpave wearing course placement (2 inches depth with milling and pavement markings), cement concrete sidewalk installation, plain cement concrete curb installation, and inlet box replacement with pipe reconnections. The successful bidder must complete all work by July 30, 2026, with liquidated damages of $870.00 per calendar day assessed for delays beyond that date. Bidders must submit bid security equal to 10% of the bid amount, a Workmen's Compensation Affidavit, a Public Works Employment Verification Form, and an Anti-Collusion Affidavit with their proposals. The contractor must furnish performance and payment bonds equal to 100% of the contract price and maintain comprehensive insurance coverage including workers' compensation at statutory limits, commercial general liability of $2,000,000 aggregate, automobile liability of $2,000,000 combined single limit, and excess or umbrella liability of $1,000,000 per occurrence. Additional requirements include all design submissions, material certifications, traffic control, site restoration with 70% seeding coverage, and maintenance of permanent pavement repairs for one year following completion.

As a local highway project with an estimated cost of less than $100,000, this procurement is not subject to Pennsylvania Department of Labor and Industry prevailing wage rates per PA Act 89, and no specific set-aside designations or restrictions on bidder qualifications are identified in the solicitation documents. No incumbent vendors or current contractors are referenced, and no specialized technology or infrastructure integration requirements are specified. The project does not mandate a site visit or pre-bid conference, allowing contractors to assess project conditions independently. West Earl Township reserves the right to reject any and all bids submitted or any part thereof and may waive any defects, errors, omissions, irregularities, or informalities in bids received. Bids remain open for 60 days from the date of bid opening and may not be withdrawn during this period. Given the estimated project cost threshold of less than $100,000 and the unit price bidding structure, the award value will be determined by the lowest responsive and responsible bid meeting all submission requirements and specifications outlined in the proposal and contract documents.
