About this file
This is Addendum 1 to the proposal and contract documents for a water main break restoration project in West Earl Township, Lancaster County, Pennsylvania, issued by Lancaster Civil Engineering Co. on April 10, 2026. The project scope encompasses final restoration work at the intersection of S.R. 0772 (S. State Street) and Locust Street (T-795), including mobilization and demobilization, maintenance and protection of traffic, superpave base course placement (6 inches depth), superpave wearing course placement (2 inches depth with milling and pavement markings), cement concrete sidewalk installation, plain cement concrete curb installation, inlet box replacement (20 units) with pipe reconnections, and subbase #2A stone placement. The addendum clarifies and revises the original contract documents by adding Item 8 (2A Stone) to the schedule of prices, revising the temporary pavement depth specification to 8 inches to 11 inches in the special provisions and sketch plan, and adding provisions for installation of additional 2A stone as needed prior to paving. Sealed bids were due at 10:00 a.m. on Wednesday, April 22, 2026, via the PennBid Program on a unit price basis, with the bid security requirement of 10 percent of the bid amount, Workmen's Compensation Affidavit, Public Works Employment Verification Form, and Anti-Collusion Affidavit required to accompany proposals. The successful bidder must complete all work by July 30, 2026, with liquidated damages of $870.00 per calendar day for delays beyond that date, and must maintain pavement repairs for one year following completion.
As a local highway project with an estimated cost of less than $100,000, the project is not subject to Pennsylvania Department of Labor and Industry prevailing wage rates per PA Act 89. Bid security remains open for 60 days from the date of bid opening and may not be withdrawn during this period. The successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price and maintain comprehensive insurance coverage including workers' compensation at statutory limits, commercial general liability of $2,000,000 aggregate, automobile liability of $2,000,000 combined single limit, and excess or umbrella liability of $1,000,000 per occurrence. The contractor is responsible for submitting approved PennDOT Bituminous Asphalt Mix designs and Concrete Mix Design Forms (TR-4221) a minimum of five to ten working days prior to work commencement and providing daily material certifications on TR-465 or CS-4171 forms within 24 hours of material placement. No site visit or pre-bid conference is mandated, allowing contractors to assess project conditions independently. West Earl Township reserves the right to reject any and all bids submitted or any part thereof and may waive any defects, errors, omissions, irregularities, or informalities in bids received.
