The City of Phoenix is requesting qualifications for Water Facilities General Engineering On-Call Services with Statements of Qualifications due by 12:00 p.m. on Friday, June 12, 2026, submitted electronically through the City's Procurement Portal. The City intends to select up to ten qualified engineering consulting firms to provide study, design, and construction administration and inspection services on an as-needed basis supporting the Water Services Department across hundreds of facilities including water treatment plants, groundwater production wells, booster pump stations, pressure reducing valve stations, potable water storage reservoirs, and distribution and remote facility maintenance yards. Scope encompasses studies and evaluations, data collection, assessments and inspections, modeling, cost estimation, permit and regulatory assistance, design document preparation, construction administration and inspection, and construction support. Statements of Qualifications are limited to a maximum of 10 pages in PDF format. The initial contract term is 36 months or $6,000,000 per consultant, whichever occurs first, with an option to renew for an additional 24 months or the balance of the maximum contract amount not to exceed $10,000,000 per consultant. Contract effectiveness is anticipated October 1, 2026. Evaluation is based on five criteria totaling 1,021 points: firm experience with similar projects (250 points), experience of key personnel (250 points), project management and responsiveness approach (250 points), staffing information and key personnel availability (250 points), and reference checks (21 points). City of Phoenix project experience is not required; references should preferably include no more than one City project. Each reference evaluation is scored on a scale of 1 to 4 across seven rating categories and is worth up to 7 points per reference, with a maximum of 21 points across three references. Selected firms must utilize UNIFIER, the City's web-based project management database, maintain computerized networked office platforms with broadband internet connectivity, and manage multiple concurrent projects in various phases. Firms must comply with Arizona State Statutes Title 34 and City of Phoenix Design and Construction Procurement contract provisions. A pre-submittal meeting is scheduled for 11:00 a.m. on Wednesday, May 27, 2026, at City Hall and via Microsoft Teams.
