About this opportunity
The Hawaii Department of Land and Natural Resources, Division of State Parks is soliciting bids for water and sewer pump maintenance and repair services at various State Parks on Oahu, with proposals due September 14, 2026 and written inquiries due September 7, 2026 at 12:00 p.m. HST.
Award will be made to the lowest responsive, responsible bidder for all service groups combined. Contractors must hold valid Hawaii Department of Commerce and Consumer Affairs licenses (Type C-13, C-37, C-37A, or C-57A), maintain a permanent warehouse facility on Oahu, and demonstrate a minimum of five years of consecutive pump maintenance experience. Prior site inspections are permitted by appointment between 8:00 a.m. and 12:00 p.m. on business days; contact the Issuing Officer to schedule.
The scope spans three service groups over a twelve-month term from October 1, 2026 through September 30, 2027, with a one-year extension option at the same or lower price by mutual written agreement. Group I covers scheduled maintenance, repairs, and parts installation for water pumps and storage systems at four locations (Puu Ualakaa State Wayside, Keaiwa Heiau State Recreation Area, Kaena Point State Park Keawaula/Makua, and Waahila Ridge State Recreation Area), requiring monthly basic service and quarterly water testing at two sites. Group II addresses sewage and sump pump services across five locations (Sand Island State Recreation Area, Wahiawa Freshwater Park State Recreation Area, Kahana Valley State Park, Malaekahana State Recreation Area, and Kaena Point State Park Keawaula), with monthly basic service and semi-annual pumping, cleaning, and inspection at varying frequencies. Group III establishes fixed labor rates for authorized repair services during normal hours, after-hours, and emergency response, estimated at 25 man-hours per category; one-half the after-hours rate applies to Groups I and II services performed outside normal hours at the Parks Superintendent's request.
Bidders submit unit pricing for each service and site, with total bid prices calculated by multiplying per-service rates by specified quantities. Bid prices must be all-inclusive of applicable taxes and expenses. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 in aggregate and motor vehicle liability of $1,000,000 per accident. Liquidated damages are assessed at $50.00 per calendar day per location per violation. Award is contingent upon submission of tax clearance certificates from the Hawaii Department of Taxation and IRS, certificates of compliance from the Hawaii Department of Labor and Industrial Relations, and certificates of good standing from the Department of Commerce and Consumer Affairs. The contract administrator is Les Jeremiah, District Superintendent, at (808) 281-0189 or leslie.b.jeremiah@hawaii.gov. Payment is made within thirty calendar days of invoice upon certification of satisfactory performance.
