About this opportunity
The Hawaii Department of Land and Natural Resources, Division of State Parks, is soliciting bids for maintenance, repair, and parts installation services for water and sewer pump systems at nine state parks on Oahu, with proposals due September 14, 2026, and written inquiries due September 7, 2026 at 12:00 p.m. HST.
To qualify for award, contractors must maintain a permanent warehouse facility on Oahu, possess a minimum of five consecutive years of experience in similar services, and hold Type C-37, C-37A, and C-57A licenses from the Hawaii Department of Commerce and Consumer Affairs. Prior to contract award, the lowest responsive contractor must submit tax clearance certificates from the Hawaii Department of Taxation and Internal Revenue Service, a certificate of compliance from the Hawaii Department of Labor and Industrial Relations, and a Certificate of Good Standing from the Hawaii Department of Commerce and Consumer Affairs Business Registration Division—all valid for six months from issuance.
The scope spans scheduled maintenance and emergency repair of water pumping and storage systems (Group I) and sewage and sump pump systems (Group II) across nine locations: Pu'u Ualaka'a State Wayside, Lower Makiki Comfort Station, Keaiwa Heiau State Recreation Area, Kaena Point State Park (two areas), Waahila Ridge State Recreation Area, Sand Island State Recreation Area, Kahana Valley State Park, Malaekahana State Recreational Area, and Wahiawa Freshwater Park. Scheduled services are performed during normal working hours (7:30 a.m. to 4:00 p.m., Monday through Friday, excluding state holidays), with monthly basic services completed during the last week of the month. Authorized repairs must be addressed within five working days of request or at the next scheduled maintenance date, whichever is sooner; emergency services require a four-hour response time. Parts and materials costing fifty dollars or less per site visit are included in the service price; amounts exceeding fifty dollars are billed to the State at contractor cost. Labor for repairs and emergency services is charged at fixed hourly rates, including travel time not exceeding one hour.
The contract term runs October 1, 2026, through September 30, 2027, with a potential extension for one additional twelve-month period at the same or lower price, subject to mutual written agreement. The State reserves the right to cancel the agreement or individual locations with thirty days advance written notice. Contractors must provide commercial general liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 in aggregate, plus $1,000,000 per accident for motor vehicle liability. Liquidated damages are assessed at $50 per calendar day per location for each violation of contract obligations. Site inspections are available by appointment with the Issuing Officer between 8:00 a.m. and 12:00 p.m., excluding weekends and state holidays. Award shall be made to the responsive, responsible contractor submitting the lowest offer with pricing for all groups.
