About this opportunity
The Town of Holliston, Massachusetts is requesting sealed bids for the installation of three concrete wastewater treatment tanks and associated force main piping adjacent to the Wastewater Treatment Facility, with bids due July 17, 2026 at 10:00 a.m. and bid opening immediately thereafter. Addendum 1, posted July 1, modifies tank quantities and adds completion-schedule requirements and bidding flexibility.
The scope encompasses three tanks (1st Stage RMF Effluent Tank, 1st Stage Denitrification Tank, and 2nd Stage RMF Effluent Tank) with capacities ranging from 3,000 to 6,000 gallons, force main installation, mobilization, demobilization, and site restoration. Contractors must supply all materials and labor. The bid form includes five lump-sum line items, and contractors are not required to bid on all items; the Town reserves the right to award tank installations and force main work to different contractors. Tank installation items must be completed within two weeks of contract authorization; mobilization, demobilization, and force main items within four weeks.
Prevailing wage rates set by the Division of Occupational Safety apply, with certified weekly payroll submission required. Contractors must demonstrate commercial general liability insurance of at least $1 million per occurrence and $3 million annual aggregate, plus motor vehicle coverage of $500,000 per person and $1 million per accident. All employees must have completed an approved OSHA construction safety and health course prior to start. Workforce participation goals are 15.3% for minorities and 6.9% for women. Payment and performance bonds, each at 100% of contract price, are due within ten days of award notice.
Bid deposits of not less than 5% of proposed work value, payable to the Town, must accompany all bids. Written questions are due July 10, 2026 by 1:00 p.m., directed to James Keast (keastj@holliston.k12.ma.us). Bid prices remain firm for 90 calendar days following bid opening. The Town will award to the lowest responsive and responsible bidder. Contractors must provide three references for similar work completed within the past five years.
