About this opportunity
The City of Orlando is requesting proposals for on-call wastewater system repair, maintenance, replacement, and related services across its treatment facilities, lift stations, wastewater collection systems, and reclaimed water systems, with proposals due August 6, 2026 at 2:00 p.m. The City reserves the right to award to one or multiple contractors and may issue work on an as-needed basis with no minimum guarantee of work or compensation.
Mandatory minimum qualifications require that proposed Project Managers and Superintendents hold at least five years of relevant experience, and proposers must submit three project references completed within the last five years. Services scope includes mechanical work on pumps, blowers, gearboxes, and valves; piping systems repairs; electrical systems work; and instrumentation and controls maintenance. Emergency response is required: one-hour notification response and three-hour on-site availability, with 24/7 availability including weekends and holidays. The Living Wage Policy applies, requiring payment of at least $15.00 per hour for employees providing covered services.
Compensation is structured on a time-and-materials basis with each work request invoiced separately. Labor rates are billable from arrival to departure at the job site, with overtime billed at 1.5 times the regular rate. Contractors may apply up to 10 percent markup on labor and materials and up to 10 percent markup on rental equipment. Contractor-owned equipment is billed at Blue Book rates with up to 10 percent markup allowed, and subcontractor costs are paid at actual cost plus up to 5 percent markup.
The contract term is one year from approval and execution, with options for up to four additional 12-month renewal periods for a cumulative maximum of 60 months. Evaluation criteria: operating plan (30 percent), experience of the proposer and assigned management team (40 percent), Veteran Business Enterprise participation in subcontracts (2 percent), and price proposal (28 percent). A non-mandatory pre-proposal conference is scheduled for July 13, 2026 at 1:30 p.m. via Microsoft Teams. Questions are due July 27, 2026 at 5:00 p.m. Proposals must be submitted electronically through the City's e-Procurement Portal and include proof of insurance, W-9 forms, certifications regarding prohibited contracting with scrutinized companies, Human Trafficking Affidavits, and conflict of interest disclosures.
