About this opportunity

Harford County, Maryland Department of Procurement is requesting bids for wastewater hauling services across county-wide geographic districts under Invitation for Bids 27-050, with bids due July 22, 2026 at 1:00 PM EST and a pre-bid meeting scheduled for July 10, 2026 at 9:00 AM EST at the Sod Run Wastewater Treatment Plant in Perryman.

The scope encompasses planned, non-emergency, and emergency wastewater pumping, hauling, inspection, cleaning, and maintenance services at 46 planned service locations organized across four geographic districts plus a division dedicated to emergency contingent services. Services include septic tank pumping, grease trap cleaning, and portable toilet maintenance at parks, recreation facilities, libraries, schools, sheriff's offices, and other county facilities. Tank capacities range from 750 to 5,500 gallons. The County intends to make multiple awards, potentially awarding contractors one or more districts, divisions, or contingent services only. Bidders must submit cost-per-visit rates for planned services and hourly rates for contingent non-emergency and emergency services; all unit prices remain firm for the contract duration.

The contract term runs from execution through June 30, 2027, with the County holding the exclusive option to extend for five additional one-year periods. Contractors may request rate increases upon renewal dates not exceeding 3 percent or the Consumer Price Index, whichever is less, with 60 days' advance written notice and supporting documentation.

Contractors must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Auto Liability ($1 million), Workers Compensation per statutory requirements, and Commercial Umbrella coverage ($1 million). Contractors must be registered to do business in Maryland, in good standing with state and local governments, and certified to comply with federal, state, and local employment and environmental laws. Bidders must submit three references demonstrating similar wastewater hauling service experience. No bid deposit or performance bonds are required. Questions are due July 15, 2026 at 1:00 PM EST via Euna Procurement. Bids will be publicly opened at 2:00 PM via Webex. Award will be based on lowest responsive and responsible bidders, considering quality, performance, conformity to specifications, delivery time, previous performance, vendor location, and references.
