About this opportunity
The West Virginia Department of Agriculture, Regulatory and Environmental Affairs Division, is soliciting a Competitive Request for Quote (CRFQ AGR27-09) for open-end waste removal and disposal services serving laboratory facilities in Charleston and Moorefield, West Virginia, with quotes due September 9, 2026 at 1:30 PM and written questions due August 26, 2026 at 2:00 PM. A mandatory pre-bid meeting is required; the date is not specified. The solicitation applies West Virginia preferences for small, women-owned, and minority-owned businesses and domestic steel products where applicable.
The scope covers quarterly pickup and disposal of chemical, universal, hazardous, DEA, pharmaceutical, and recyclable waste across multiple categories: ignitable waste (non-halogenated solvents, halogenated solvents, flammable solvent mixtures); corrosive waste (oxidizers, corrosive acids, metals waste, bases); pesticide and organic toxic wastes; solid hazardous waste (filter media, contaminated food/soil, contaminated sorbent/spill cleanup); lab pack materials in 55-gallon and 30-gallon drums; universal waste (batteries, lithium batteries, battery backups); oil waste; regulated product destruction (vape cartridges); and reactive waste (peroxide-forming chemicals). Estimated annual quantities range from 2 to 10 containers per waste type. Vendors must hold current EPA permits, employ Commercial Driver's License holders with hazardous waste endorsements, and maintain staff certified as 40-hour hazardous waste workers with annual eight-hour refresher training. All labor, equipment, transportation, manifesting, emergency response, and certificates of destruction are included in pricing. Disposal must occur within six weeks of notification.
The contract is awarded to the lowest responsible bidder on an open-end basis with no specified contract term. Bidders must submit pricing on the official pricing form; failure to do so may result in disqualification. Questions should be directed to Larry D. McDonnell at larry.d.mcdonnell@wv.gov.
