About this opportunity

The State of Hawaii Department of Accounting and General Services is requesting sealed bids for recoating of the existing driveway fronting Washington Place along Beretania Street in Honolulu (Contract CSD-27-003-O), with bids due August 20, 2026. This is a firm-fixed-price contract with no performance bond required.

Offerors must hold a minimum of five consecutive years of roadway paving experience immediately prior to bid opening and maintain an active service facility on Oahu during normal business hours. A valid State of Hawaii contractor's license is required at submission.

The scope encompasses site preparation and power sweeping; asphalt patching and repair of failed or alligator-cracked areas using saw-cutting to 3–4 inches depth with compacted base rock; crack filling and sealing using hot-applied rubberized sealant meeting ASTM D6690; leveling of low spots with polymer-modified asphalt; and application of two coats of asphalt-emulsion-based sealcoat mixed with silica sand. The driveway area is 6,553.75 square feet. All work must be performed between 7:45 AM and 4:00 PM on weekdays, excluding state holidays. The contractor provides a comprehensive 12-month warranty covering workmanship and materials, including remediation of visible structural cracking, raveling, and low spots or puddling.

The contract term extends through September 29, 2026, with possible extension by mutual written agreement at the same contracted price. Upon award, the successful contractor must submit a Certificate of Vendor Compliance within ten working days and maintain worker's compensation; general liability insurance with limits of $1 million per occurrence and $2 million aggregate; and automobile liability insurance with combined single limits of $1 million per occurrence. All wage requirements under Hawaii Revised Statutes Section 103-55 apply. Liquidated damages are assessed at $100 per calendar day per location for delays in project completion.

A non-mandatory pre-bid conference via MS Teams is scheduled with registration required by August 10, 2026. Questions must be submitted through HIePRO by specified dates. Award will be made to the responsive offeror with the lowest bid price; ties are broken by greatest years of experience, with a coin flip determining award if further ties exist.
