About this file

This is a Specifications document issued by the State of Hawaii's Department of Accounting and General Services, Central Services Division for Contract CSD-27-003-O, addressing the recoating of the Washington Place driveway along Beretania Street. The project encompasses five primary phases: site preparation and cleaning through power sweeping and debris removal; asphalt patching and repair of failed or alligator-cracked areas using saw-cutting to 3-4 inches depth with compacted base rock; crack filling and sealing using hot-applied rubberized sealant meeting ASTM D6690 specifications; leveling of low spots with polymer-modified asphalt to eliminate standing water; and application of two coats of asphalt-emulsion-based sealcoat mixed with silica sand for improved skid resistance. All work must be completed between 7:45 AM and 4:00 PM on weekdays, excluding state holidays, with the contractor responsible for scheduling work to minimize disruption to building operations. The work schedule and specific site details are referenced in plan drawings and photographic documentation accessible via Google Drive.

The contractor must provide a comprehensive 12-month warranty covering workmanship and materials, including remediation of any visible structural cracking, raveling, and low spots or puddling that may occur during the initial acceptance period. The contractor bears full responsibility for all parking fees assessed at current rates established by the Department's Rules Governing Parking on State Lands, with parking stall assignments subject to availability through the Automotive Management Division. Additional contractor obligations include providing all safety equipment and barricades, maintaining strict compliance with federal OSHA, state HIOSH, and ANSI standards, securing work areas with potential liability charges of $100 per incident per day per location for unsecured doors, and removing all debris and properly disposing of hazardous materials in accordance with EPA regulations. The Contract Administrator, Dixon Park, serves as the primary point of contact for scheduling and guidance.

CENTRAL SERVICES DIVISION

I. SCOPE

The Contractor shall furnish all labor, materials, equipment, traffic control, and supervision necessary to repair localized failures, clean and seal existing surface cracks, apply a leveling layer over low spots, and apply a protective topcoat to restore the structural integrity and visual appearance of the asphalt concrete pavement. See the Plan Drawing that indicates the areas of work. For pictures and video of the areas see:

II. DESCRIPTION OF WORK

1. Scope of Services

Phase 1: Site Preparation & Cleaning

• Sweeping & Debris Removal: Thoroughly clean the pavement surface using power sweepers, rotary brooms, and high-pressure wire brooms to remove all loose dirt, gravel, vegetation, oil, and debris.

• Oil/Grease Stain Treatment: Apply an approved chemical oil/grease primer or degreaser to all saturated petroleum stains to prevent bleed-through and ensure proper adhesion of subsequent sealers.

Phase 2: Asphalt Patching & Repair (Failed/Alligator Areas)

• Saw-Cutting: Perimeter-cut all severely alligator-cracked, rutted, or structurally failed pavement areas using a diamond blade saw to a depth of 3–4 inches. Cuts must be clean, straight, and vertical, extending 6 inches past the deteriorated zone into sound pavement.

• Excavation & Base Repair: Excavate removed pavement and inspect the underlying base rock. Compact the base material; if subgrade failure is present, backfill with crushed aggregate base rock and compact to 95% Relative Compaction.

• Tack Coat: Apply a uniform spray coat of asphalt emulsion (SS-1h or equivalent) to all vertical saw-cut edges and exposed base rock.

• Asphalt Placement: Fill excavated areas with Hot Mix Asphalt (HMA), laid in lifts not exceeding 2 inches, and compact using a vibratory roller to match the surrounding grade.

SPECIFICATIONS S-2 CSD-27-003-O

Phase 3: Crack Filling & Sealing

• Crack Cleaning: Clean all cracks wider than 1/8 inch (3 mm) using high-pressure compressed air and heat lance to burn away vegetation and moisture.

• Hot-Applied Sealant Placement: Inject a hot-applied, rubberized crack sealant meeting ASTM D6690 specifications directly into cleaned cracks.

Overband cracks using a rubber squeegee flush with the adjacent pavement surface (maximum 2-inch wide band).

Phase 4: Leveling Low Spots (Depressions)

• Tack Coat Application: Spray tack coat liberally over depressed low spots holding water.

• Leveling/Skin Patching: Apply a fine-aggregate hot mix asphalt or high-performance cold/warm polymer-modified asphalt skin patch to bring low areas flush with surrounding grades, eliminating standing water.

Phase 5: Surface Sealcoating / Top Coating

• Materials: In the specified existing paved area, completely apply an asphalt-emulsion-based sealcoat (or refined coal-tar/polymer alternative) mixed with 3 to 5 lbs of silica sand per gallon and approved latex fortifying polymers for improved skid resistance and durability.

• Application Method: Apply two (2) coats via squeegee or high-pressure spray application.

o First Coat: Uniform application to penetrate and seal surface pores.

o Second Coat: Applied perpendicular to the first coat after the first coat has thoroughly dried (minimum 2–4 hours cure time between coats).

2. Quality Control & Performance Standards

• Water Test: Upon completion, the surface shall be flushed with water.

No standing water deeper than 1/8 inch shall remain after 30 minutes under sunny conditions.

• Curing & Traffic Control: Contractor shall provide barricades and warning tape to exclude vehicular traffic for a minimum of 24 to 48 hours following topcoat application.
