About this opportunity
The Texas Department of Public Safety is requesting bids for grounds maintenance services at its Wallisville office (2609 Interstate 10 East, Wallisville, TX 77597) under IFB 405-26R0025882, with bids due August 26, 2026 at 5:00 p.m. Central Time and a mandatory pre-bid site visit on August 18, 2026 at 11:00 a.m.
The scope covers approximately 1.0 acre and includes mowing (limited to a maximum of 26 mows per 12-month period), edging and trimming around fixed objects and structures, and debris removal from lawns and parking areas. Periodic services available upon request include weed killer application (maximum six applications annually), fertilization and winterization, and pre- and post-emergent applications. The contractor must provide all labor, equipment, and supplies and bears responsibility for any property damage, which must be repaired or replaced within two weeks at no additional cost to DPS. Payment is contingent on satisfactory completion of all three primary service categories—mowing (50% of payment), edging and trimming (25%), and debris removal and cleanup (25%)—verified through a signed Grounds Care Checklist submitted after each service.
The contract term runs September 1, 2026 through August 31, 2031, with DPS retaining the right to extend for up to six additional months. DPS guarantees no minimum compensation and will award based on best value, considering vendor past performance through the Vendor Performance Tracking System. Bidders must submit pricing on a mandatory pricing schedule with detailed itemization and comply with invoicing requirements. Bidders must provide evidence of financial stability via audited financial statements from the prior two years, Dun & Bradstreet reports, or alternative documentation, and complete Forms AP-152 (Texas Identification Number) and W-9 (Taxpayer Identification). Criminal history background checks are required for all contractor personnel at the contractor's expense. Questions are due August 21, 2026, with responses anticipated by August 24, 2026. Contract award is anticipated August 31, 2026.
