About this opportunity
The City of Raleigh Transportation Department is requesting qualifications for professional engineering consulting services to deliver Bus Rapid Transit design at the 30% level and complete a National Environmental Policy Act (NEPA) study for two corridors—Midtown and Capital—under RFQ No. 274-2026-Northern BRT, with qualifications due November 6, 2026 at 5:00 p.m. EST and a pre-submittal conference on October 5, 2026 at 1:00 p.m.
This is a Mini-Brooks Act procurement under North Carolina General Statutes Chapter 143 Article 3D, meaning price is non-determining in selection; hourly rates must be submitted separately in a sealed envelope.
The scope comprises two interrelated deliverables: BRT design services at the 30% definition level for the Midtown and Capital corridors, and completion of the NEPA study. The contract includes an option for extension through final design (100%) and a second option for continuation into alternative construction delivery methods (Design-Build or CM/GC arrangements). The contract specifies a completion date for base services, with amendment pathways for extensions.
Selection will be weighted as follows: corporate background and experience (10%), firm financial stability (10%), project understanding (20%), schedule and project approach (25%), experience and qualifications of personnel (25%), and workload and availability of key personnel (10%). Proposers must demonstrate financial viability through recent audited, reviewed, or compiled financial statements prepared by an independent CPA, or a certified statement from a licensed CPA.
Submittal requirements include one signed hard-copy original, one electronic PDF version on flash drive, and five additional hard-copy packages addressing the complete RFQ scope. Written questions are due October 12, 2026 at 10:00 a.m., with City responses anticipated by October 19, 2026 at 4:00 p.m. Evaluation meetings are anticipated for mid-November 2026, interviews (if required) for early December 2026, and selection announcement is tentative for December 2026.
The contract will be financed in whole or in part with Federal funding and requires compliance with Federal Transit Administration Capital Investment Grant Program requirements and applicable federal laws. Standard professional liability insurance of no less than $1,000,000 per claim and commercial general liability of no less than $1,000,000 per occurrence and $2,000,000 aggregate are required.
