About this file
This Addendum No. 1 to Request for Qualifications (RFQ) No. 274-2026-Northern-BRT, issued by the City of Raleigh Transportation Department on September 25, 2026, modifies the original solicitation for professional engineering consulting services to deliver Bus Rapid Transit design at the 30% level and complete a National Environmental Policy Act (NEPA) study for the Midtown and Capital corridors. The RFQ establishes qualification package submission requirements, including a one-page cover letter and maximum 30 single-sided pages (or equivalent) with specific formatting standards (8.5" x 11" pages in minimum 12-point Times New Roman or 10-point Arial font). Qualifications packages must address why the firm should be selected, project understanding including design and NEPA approaches, staff office locations and allocation percentages, personnel expertise and assigned responsibilities with organizational charts and professional licenses, current and projected workload with estimated timeframes, team member experience on similar projects with references, and identification of in-house versus subcontracted services. The qualification submittal deadline is November 6, 2026, at 5:00 p.m. EST, with a pre-submittal conference held on October 5, 2026, and written questions due October 12, 2026, by 10:00 a.m.
The cover letter must include the prime consultant and all sub-consultant names, addresses, states of incorporation, contact information for the designated representative, and acknowledgment of all addenda. Proposers must disclose any judgments or pending litigation within the past five years related to professional conduct or services. Selection criteria are weighted as corporate background and experience (10%), firm financial stability (10%), project understanding (20%), schedule and project approach (25%), experience and qualifications of personnel (25%), and workload and availability of key personnel (10%). Submissions require one signed original hard copy, one electronic PDF on flash drive, and five additional hard-copy packages. Financial viability must be demonstrated through recent audited, reviewed, or compiled financial statements prepared by an independent CPA. The contract includes options for extension through final design (100%) and continuation into alternative construction delivery methods such as Design-Build or Construction Manager/General Contractor arrangements. This mini-Brooks Act procurement under North Carolina General Statutes Chapter 143 Article 3D is federally funded through the Federal Transit Administration Capital Investment Grant Program and requires professional liability insurance of at least $1,000,000 per claim and commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate.
