About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for a master agreement to provide inspection, maintenance, repair, and replacement services for Vulcan Gate systems at KYTC Division of Maintenance and Districts 4, 8, and 11, with bids due October 28, 2026 at 1:30 p.m. Eastern Time.
Kentucky resident bidders receive reciprocal preference under KRS 45A.490-494. Qualified bidder preferences of fifteen or twenty percent of maximum points apply to certain nonprofit organizations and Kentucky Correctional Industries. The scoring allocation weights price at 95 points and response time at 5 points; the lowest-priced bidder receives maximum price points, with others scored proportionally.
The scope covers visual inspection for impact or physical damage, clearing gravel and road debris from gate travel paths, applying lubrication to gate components, removing and lubricating connecting pins, operating gate assemblies per manufacturer specifications, and replacing damaged sections with original modular components from Valtir. Traffic control installation and maintenance per the Manual on Uniform Traffic Control Devices is required when requested. Unit costs must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis using the attached bid sheet.
The initial contract period runs from award through October 31, 2027, with an option to extend for four additional one-year periods subject to written approval by the vendor and KYTC Division of Purchases and potential renegotiation of terms. Price increases are prohibited during the first twelve months; thereafter, increases require written justification based on industry-wide price changes with at least thirty days' advance notice. Price decreases must be reflected immediately.
Contractors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate; Automobile Liability Insurance with $1 million combined single limit if applicable; and Kentucky Workers Compensation Insurance if applicable. All bids must be submitted electronically through Kentucky Vendor Self Service at https://vss.ky.gov. Written questions are due October 16, 2026, with responses posted by October 21. The tentative award date is November 6, 2026.
