About this opportunity

The California Department of Corrections and Rehabilitation, Facility Planning, Construction and Management Division is requesting statements of qualifications for construction management services on new potable water wells at Valley State Prison (VSP) and Central California Women's Facility (CCWF) in Chowchilla, with qualifications due October 2, 2026 at 3:00 p.m. The selected consultant must be a California-licensed architect, engineer, or contractor and must demonstrate DVBE and small business participation.

The scope encompasses design and construction management across three phases—working drawings (including bidding and procurement), construction, and post-construction—for two potable water wells including new pumps, motors, piping, valves, electrical systems, and SCADA communication infrastructure. Key positions on the management team must meet minimum qualifications: construction manager, contract administrator, field manager, scheduler, estimator, and document control manager each require a minimum of five years of experience on projects of $10 million or greater. The project delivery method is design-bid-build using standard state procedures.

The project is authorized in fiscal year 2026/2027 and expected to conclude in fiscal year 2029/2030, subject to budget availability and no delays in obtaining future funding. An executed agreement is subject to budgetary, legislative, and control agency approval. The consultant must comply with prevailing wage requirements and register with the Department of Industrial Relations.

Questions are due by 3:00 p.m. on September 1, 2026, with responses provided via addendum on the California eProcurement website. Submissions must include one original, four copies, and one PDF file on CD, not exceeding 35 pages of written material, delivered to the CDCR office in Sacramento. Following interviews and selection, the state will conduct fee negotiations with the top-ranked consultant, retaining the right to select from up to three ranked consultants.
