About this opportunity
The North Carolina State Highway Patrol is soliciting bids through IFB 51-IFB-2358538856 to construct a new Cedar Creek communications site and decommission the existing tower site in Cumberland County, with bids due September 24, 2026 at 2:00 p.m. ET. The entire project must be completed within approximately three months of contract award.
The scope encompasses construction of a new 380-foot self-supported tower with an 11'-6" by 19'-0" prefabricated equipment shelter, a 40 kW diesel generator, and a 65-foot by 65-foot chain-link fenced compound at 7109 Cedar Creek Road in Fayetteville, North Carolina. The project includes foundation work via caisson installation, site preparation, electrical systems (200-amp meter/load center with automatic transfer switch), comprehensive grounding infrastructure designed to achieve 2,000 PSF soil bearing capacity, antenna mounting configurations, utility coordination, erosion control, site security, and decommissioning of the legacy tower site. All work must comply with the 2018 North Carolina Building Code and Electrical Code, and the contractor is responsible for obtaining all required permits and inspections prior to construction commencement.
Geotechnical investigation identified subsurface conditions consisting primarily of silty sand (SM) classified as loose to dense with groundwater at 19 feet below ground surface. The geotechnical report recommends either caisson or pad-and-pier foundation systems with ultimate bearing capacity values and detailed soil strength parameters provided for multiple depths. Design specifications require hot-dip galvanized structural steel per ASTM standards, 3,000 PSI concrete foundations with specific reinforcement, and extensive grounding systems with ground rods, cadweld connections, and conductive rings bonded to all structural and electrical elements.
The equipment shelter is prefabricated by VFP, Inc. (Model 3953) with integrated electrical panels, battery backup systems, and uninterruptible power supply units pre-installed by the manufacturer. The site is unmanned and not designated for human habitation; accordingly, no sanitary sewer, potable water, or trash disposal services are required.
Addendum 1 (August 18, 2026) and Addendum 2 (August 18, 2026) modified the original IFB, adding four technical documents: the sealed geotechnical report, caisson specifications, road drawings (Rev 4 HP 1044), and a tower procurement package. Bidders must review the primary IFB and both addenda in their entirety. No contract value, incumbent contractor, set-asides, or funding amounts are specified in the solicitation documents provided.
