About this opportunity
The City of Vancouver, Washington is requesting bids for rough carpentry work on the Vancouver Fire Station 8 Seismic Upgrades project, with bids due September 15, 2026. The City is procuring through INLINE Construction, its GCCM (General Contractor / Construction Manager) for the project.
The scope encompasses rough carpentry for renovation and seismic upgrade of an existing fire station structure plus two new wood-framed additions to provide additional sleeping quarters and a fitness room. Work is organized under a single prime contract on a stipulated price basis. The contractor must maintain all required code-mandated exits, keep driveways and emergency access clear, and coordinate work to minimize conflicts with ongoing fire station operations, as the Owner intends to continue occupying portions of the building during the entire construction period and reserves the right to occupy completed areas prior to substantial completion contingent upon mechanical, electrical, and life safety systems being fully operational.
The project manual establishes detailed administrative and quality requirements including mandatory preconstruction and site mobilization meetings, weekly progress meetings, and monthly payment applications using AIA Forms G702 and G703 based on an approved Schedule of Values. The contractor must submit preliminary construction schedules within 10 days of the Owner-Contractor Agreement, with complete CPM schedules within 20 days of preliminary schedule review; schedules must be updated monthly and submitted with each payment application. Comprehensive testing and inspection requirements are specified for concrete, masonry, soil compaction, and building envelope air leakage per 2021 Washington State Energy Code, with the contractor responsible for coordination of all testing. Substitution requests during bidding must use CSI Form 1.5C and be submitted by the bid deadline; construction substitutions require CSI Form 13.1A submitted at least 14 days prior to the required approval date.
