About this opportunity

The Greater Orlando Aviation Authority is requesting statements of qualifications for consulting services to develop a comprehensive Utility Master Plan for Orlando International Airport, with responses due August 17, 2026 at 2:00 p.m. A 2% combined Local Developing Business (LDB) and Veteran Business Enterprise (VBE) participation goal applies.

The scope spans three tiers: Tier 1 covers existing-conditions inventory and data collection across power, water, wastewater, stormwater, and communications infrastructure; Tier 2 addresses utility condition assessment and prioritized recommendations; and Tier 3 evaluates forecasted demand based on airport growth projections. Deliverables include draft and final reports for each tier, GIS database integration, capacity analyses, prioritized capital improvement recommendations with planning-level cost estimates, and executive-ready decision documentation. The Authority requires Florida business registration, at least one similar project completed within the last five years, and at least one Florida-licensed professional engineer in each required discipline (civil, mechanical, and electrical). Professional liability insurance of $5 million per claim (maximum $100,000 deductible) is mandatory; commercial general liability of $1 million per occurrence ($5 million for Airport Operations Area access) and workers' compensation per Florida statute are also required.

The professional services agreement term is five years, commencing on or around January 1, 2027. The contract is subject to funding availability and may be canceled at the Authority's sole discretion. Respondents must comply with FAA regulations, TSA security requirements, E-Verify employment verification, and airport background checks. A non-mandatory pre-submittal conference is scheduled for July 8, 2026. Questions are due July 17, 2026. A tentative selection committee meeting is scheduled for September 22, 2026, with interviews on October 13 and Aviation Authority Board approval anticipated on November 18, 2026. Responses must be submitted electronically through the Greater Orlando Aviation Authority's e-Procurement Platform; responses received by any other method will be rejected as non-responsive.
