About this opportunity

Palm Beach County Water Utilities Department is requesting proposals for continuing engineering services related to utility distribution and collection systems under RFP 26-019, with proposals due July 8, 2026 at 3:30 p.m. Up to five firms will be selected for a four-year term. A mandatory 20% Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points awarded based on SBE dollar participation; state-certified SBE businesses receive an additional two points as mandated by state requirements.

Prime consultants and sub-consultants must hold CCNA (Palm Beach County Consultants Network Alliance) certification in specified categories prior to the proposal due date, or must have applied for certification by that date with full certification obtained before the Final Selection Committee meeting. All consultants and sub-consultants must submit a Business Tax Receipt from the Palm Beach County Tax Collector and register as vendors in the county's Vendor Self Service portal.

The scope encompasses planning, architecture, engineering, land surveying, geotechnical, and condition assessment services for the county's water treatment facilities, wastewater treatment plants, reclaimed water facilities, storage, pumping, transmission, and collection systems serving over 600,000 residents across 1,300 square miles. Professional services fees are capped at $500,000 per individual study under Florida Statutes 287.055 (Consultants' Competitive Negotiation Act).

Proposals must include a letter of interest (10 pages maximum), GSA Form SF 330, consultant questionnaires, sub-consultant letters of intent, OSBD Schedules 1 and 2, certifications, and conflict-of-interest disclosures. Submission format requires nine originals, eight bound copies, one unbound copy, and one digital copy. Up to three evaluation points may be awarded based on the percentage of work performed by personnel located within the proposer's Palm Beach County offices, with a minimum participation of greater than 25 percent required to receive points in this category. The pre-proposal meeting was held June 8, 2026. Contract award is projected for December 2026.
