About this opportunity

The State of Utah Division of Purchasing is seeking a part-time Medical Director for the Utah Professionals Health Program (UPHP) through a Request for Statements of Qualifications (RFSQ) under Utah Procurement Code 63G-6a Part 15. This five-year professional services contract is being conducted by the Utah Department of Commerce to select a qualified vendor to serve as the Program's Medical Director. The procurement aims to identify a top-ranked vendor through a comprehensive qualifications-based selection process, with no pricing to be included in the initial submission. Evaluation will be conducted using a scoresheet that assesses technical criteria and professional competencies relevant to the medical director role. The solicitation was posted on September 26, 2025, with proposals due by October 6, 2025. Interested vendors must carefully review all attached documents, including the Scope of Work, Technical Criteria Questions, and Agency Terms and Conditions, to ensure full compliance with the procurement requirements.

The procurement appears to be open to qualified professional service providers without specific set-aside designations or enterprise restrictions. Vendors must meet the prerequisite qualifications outlined in the Part 15 procurement documentation and demonstrate expertise relevant to managing a professional health program. While specific budget ranges are not explicitly stated, the contract is structured to negotiate compensation deemed fair and reasonable with the highest-ranked vendor. If negotiations fail with the top-ranked vendor, the state reserves the right to proceed with the next highest-ranked candidate. The comprehensive evaluation process suggests a rigorous selection methodology focused on identifying a highly qualified medical professional with the expertise to effectively lead and manage the Utah Professionals Health Program. Successful candidates will need to demonstrate substantial medical leadership experience and the ability to meet the specific scope of work requirements outlined in the solicitation documents.
