About this opportunity

The Town of Front Royal, Virginia Public Works Department is requesting sealed bids for the upgrade of the Riverton Pump Station located at Queens Highway in Front Royal under an Invitation for Bid, with bids due August 19, 2026 at 2:00 p.m. A non-mandatory pre-bid meeting and site visit occurred on July 14, 2026.

The scope includes purchase, delivery, and installation of two replacement wastewater pumps and controls, addition of a third pump, comminutor replacement, emergency generator and aboveground fuel storage tank replacement, wet well hydrostatic transducers alongside existing bubbler systems, ventilation equipment and stack motor replacement, and spiral staircase and platform replacement. Work must achieve substantial completion within 335 calendar days and final completion within 365 calendar days from Notice to Proceed. A critical operational constraint requires that only one pump may be shut down at a time during construction; the third pump must be installed first while the two existing pumps remain in service. Contractors must comply with Davis-Bacon Act wage rates, American Iron and Steel provisions, Executive Order 11246 non-discrimination requirements, and provide non-segregated facilities certification. Coordination with the Town Director of Public Works, Robert Boyer, is mandatory throughout construction.

The contract is awarded on a lump-sum basis with six line items: mobilization and demobilization (limited to 10 percent of total bid), pump station upgrade, emergency generator removal and installation, spiral staircase removal and installation, wet-well ventilation equipment removal and installation, and hydrostatic level sensor installation. Bidders must submit a 5 percent bid bond. Liquidated damages are $1,000 per day for delays beyond the 335-day substantial completion deadline and $300 per day beyond the 365-day final completion deadline. Progress payments are made monthly at 95 percent of work completed with 5 percent retainage; upon substantial completion, the owner pays sufficient funds to reach 95 percent of total contract value less 10 percent of the engineer's estimate of remaining punch list work. The project is funded through the Virginia Clean Water Revolving Loan Fund for 2025. Questions were due July 29, 2026.
