About this file
This bidding document package is for the Town of Front Royal, Virginia Public Works Department and pertains to the upgrade of the Riverton Pump Station located at Queens Highway in Front Royal, Virginia. The project involves the purchase, delivery, and installation of wastewater pumps, a comminutor, emergency generator, wet well transducers, ventilation equipment, pipe fittings, valves, and associated appurtenances. The scope includes replacing two existing pumps and controls with new specified units, adding a third pump to the station's foundation and piping, replacing the wet-well comminutor and electrical components, replacing ventilation equipment and stack motors, replacing the emergency generator and fuel aboveground storage tank, installing new hydrostatic transducers alongside existing bubbler level systems, and replacing the spiral staircase and platform. A non-mandatory pre-bid meeting was held on July 14, 2026, at 1:30 p.m. at Town Hall in Front Royal, with a site visit to the pump station immediately following. Sealed bids were due by 2:00 p.m. on August 19, 2026. The contract timeline requires substantial completion within 335 calendar days and final completion within 365 calendar days from the Notice to Proceed. Questions regarding the invitation for bid were to be submitted to the Engineer, K. Joe Knechtel, P.E., at Potesta & Associates, Inc., by 2:00 p.m. on July 29, 2026, with responses posted as addenda on the eVA website at least five days prior to bid opening.
The contract is awarded on a lump sum basis with the bid price comprising six line items: mobilization and demobilization (limited to 10 percent of total bid), pump station upgrade, emergency generator removal and installation, spiral staircase removal and installation, wet-well ventilation equipment removal and installation, and hydrostatic level sensor installation. Bidders must submit a 5 percent bid bond with their proposals. Liquidated damages are assessed at $1,000 per day for delays beyond the 335-day substantial completion deadline and $300 per day for delays beyond the 365-day final completion deadline. Progress payments are made monthly at 95 percent of work completed with 5 percent retainage prior to substantial completion. Upon substantial completion, the owner will pay sufficient funds to reach 95 percent of total contract value less 10 percent of the engineer's estimate of remaining punch list work. The project is funded through the Virginia Clean Water Revolving Loan Fund for 2025. Contractors must comply with Davis-Bacon Act wage rates, American Iron and Steel provisions, President's Executive Order No. 11246 regarding non-discrimination, and must provide certification of non-segregated facilities. A critical special condition requires that only one pump may be shut down at a time during construction, with the third pump installed first while maintaining operation of the two existing pumps. Coordination with the Town of Front Royal Director of Public Works, Robert Boyer, is mandatory throughout construction.

Once this pump is in operation, the replacement of the existing two pumps shall commence. Once flow is shut off to an existing pump, the pump, its foundation, valving, electrical components, and piping shall be removed. Then the new pump, its foundation, valving, electrical components, and piping will be installed per the technical specifications and drawings of the project. After the installation is complete, the Engineer and Town will perform an inspection before the new pump is put into service. If Engineer approves any such proposed item, such approval will be set forth in an Addendum issued to all registered Bidders.

11.03 If requested by Owner, such list must be accompanied by an experience statement with pertinent information regarding similar projects and other evidence of qualification for each such Subcontractor or Supplier. If Owner or Engineer, after due investigation, has reasonable objection to any proposed Subcontractor or Supplier, Owner may, before the Notice of Award is given, request apparent Successful Bidder to submit an acceptable substitute, in which case apparent Successful Bidder will submit a substitute, Bidder’s Bid price will be increased (or decreased) by the difference in cost occasioned by such substitution, and Owner may consider such price adjustment in evaluating Bids and making the Contract award.

Declining to make requested substitutions will constitute grounds for forfeiture of the Bid security of any Bidder.
