About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Highways (WVDOH), is requesting quotes for a one-time purchase of one Class 933 Under-bridge Inspection Vehicle, specifically an Aspen Aerial B32 or equivalent model, under CRFQ DOT2700000007, with quotes due September 8, 2026 at 1:30 p.m. EST. Attendance at a mandatory pre-bid meeting on August 12, 2026 at 10:00 a.m. EST is required.

The scope is a single new, current-model underbridge inspection vehicle with comprehensive specifications for chassis, engine, lighting, cab features, tires, brakes, and an integrated aerial inspection device with multiple boom sections, hydraulic systems, and safety features. Vendors must submit technical drawings and data sheets with the proposal and complete a preventative maintenance questionnaire detailing engine, cooling, transmission, hydraulic, filter, battery, fuel pump, alternator, starter, and other component specifications and part numbers. Delivery must occur within 200 working days after purchase order issuance to WVDOH Equipment Division in Buckhannon, West Virginia, with F.O.B. destination and pre-delivery service including fluid checks and antifreeze rated to minus 30 degrees Fahrenheit. The successful vendor must provide one representative unit for a seven-working-day testing and evaluation period; non-compliance results in purchase order cancellation and return at vendor expense. The vendor must conduct operator and mechanic training seminars prior to delivery, provide three service and maintenance manuals in USB format, and deliver operator manuals to the WVDOH Training Academy.

Warranties required include 60 months/250,000 miles engine coverage with 100% parts and labor, 5 years unlimited mileage transmission warranty, and the standard manufacturer warranty for the aerial device. The vendor must maintain Commercial General Liability Insurance and Automobile Liability Insurance of at least $1 million per occurrence prior to award and throughout the contract term. Questions are due August 20, 2026 at 10:00 a.m. EST to John W. Estep at john.w.estep@wv.gov or 304-558-2566. Addendum No. 1 clarifies specifications, requirements, and evaluation criteria; vendors must acknowledge receipt in submissions. Pricing will be evaluated on a lowest overall total cost basis for the complete vehicle meeting all mandatory requirements.
