About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Highways, is requesting quotations for one under-bridge inspection vehicle (Aspen Aerial B32 or equivalent, Class 933) with proposals due September 8, 2026, at 1:30 PM EST and a mandatory pre-bid meeting on August 12, 2026, at 10:00 AM EST.

Attendance at the pre-bid meeting in Buckhannon is mandatory; failure to attend results in bid disqualification. The vehicle must be new and current-model, equipped with an integrated under-bridge inspection aerial device featuring multiple articulating booms and a 600-pound minimum capacity rotating aluminum platform. Delivery is required within 200 working days after purchase-order receipt to the Equipment Division in Buckhannon. The unit must arrive fully pre-serviced with all fluids, and vendors must provide three copies each of operator's manuals, service/shop/maintenance manuals, and parts manuals. Training seminars on preventative maintenance, operator, and mechanic training must be conducted at the Equipment Division.

Warranty coverage includes the engine (100% parts and labor for 60 months or 250,000 miles), transmission (five years unlimited mileage and hours), radiator (two years), and differential/axle (36 months or 350,000 miles), with the aerial unit covered under manufacturer's standard warranty.

Vendors must submit detailed drawings and data sheets with bids and must complete the Equipment Preventative Maintenance Questionnaire (Exhibit B) prior to delivery. Pricing is submitted on Exhibit A; award goes to the lowest overall total cost. Questions are due August 20, 2026, at 10:00 AM EST to John Estep at john.w.estep@wv.gov or 304-558-2566. Vendors must maintain Commercial General Liability and Automobile Liability Insurance of at least $1 million per occurrence and be registered with the West Virginia Purchasing Division. Pricing must be firm for the life of the contract, and the state is exempt from federal and state taxes.
