About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas, is requesting quotes for well plugging and reclamation services on two orphaned and abandoned wells in Tyler County under ARFQ 0313 DEP2700000004, with bids due August 14, 2026 at 11:30 a.m. Eastern Time and a mandatory pre-bid meeting on August 4 at 11:00 a.m. at St. Marys High School parking area near the project site in Bens Run. Attendance at the pre-bid meeting is required for bid eligibility.

The scope encompasses permitting, well plugging, and wellsite reclamation for wells API# 47-095-02789 and API# 47-095-02791 located along State Route 2. The contract is federally funded through the Infrastructure Investment and Jobs Act Section 40601 and is subject to Davis-Bacon prevailing wage rates. The successful vendor must demonstrate compliance with Buy America provisions, the Endangered Species Act (protection of Indiana and Northern Long-Eared Bats and Bald Eagles), and State Historic Preservation Office requirements. Post-plugging methane emissions verification by an independent third-party qualified specialist is mandatory; wells with detectable methane post-plugging require remedial work at the contractor's sole expense as a warranty obligation.

The apparent successful vendor must furnish a performance bond and combined labor and material payment bond each equal to 100 percent of the contract value, plus commercial general liability and automobile liability insurance with limits of no less than $2 million per occurrence. The initial contract term is one year with the possibility of three successive one-year renewal periods, contingent on mutual written consent and West Virginia Attorney General approval. Liquidated damages of $1,000 per working day are assessed for delays beyond the contract completion period, excluding winter shutdowns and approved time extensions. Technical questions are due August 7 at 1:00 p.m. Eastern Time. Bids must be submitted electronically through the wvOASIS Vendor Self Service portal at www.wvOASIS.gov. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov for additional information.
