About this opportunity
The University of Maryland, Baltimore is requesting proposals for two ADA-compliant passenger vans to support the Department's Safe Ride transportation program, with proposals due October 5, 2026 by 2:00 p.m. EST via the eMaryland Marketplace Advantage (eMMA) system.
Each van must accommodate approximately four to five passengers including the driver while maintaining wheelchair-accessible space and securement areas. Required features include powered wheelchair lifts or ramps, designated wheelchair positions with securement systems, automatic transmissions, and commercial-grade interior materials. Vendors must provide comprehensive specifications including manufacturer and model, seating configuration, wheelchair lift weight capacity, vehicle dimensions, warranty information for both vehicle and accessibility equipment, delivery timeframe, and itemized pricing.
The contractor must obtain Commercial General Liability Insurance with limits of $1 million per occurrence and $3 million general aggregate, Business Automobile Liability Insurance of $2 million per accident, and Workers Compensation insurance as required by Maryland law within five business days of award. A 90-day acceptance trial period will commence upon mutual agreement that the equipment is operational; the vendor must perform consistent with specified performance standards or risk contract termination for default. Proposals must remain valid for 90 days following the closing date.
Technical merit will be weighted more heavily than cost in the final selection. Vendors must achieve a minimum technical score of 80 percent in technical evaluation to advance to financial evaluation. Proposals must be submitted in two separate volumes: a technical volume and a separate financial volume. Written questions are due September 25, 2026 by 2:00 p.m. EST. No pre-proposal conference will be held. The University reserves the right to accept or reject any proposals in whole or in part and to make multiple awards, partial awards, or no award.
