About this opportunity

The South Carolina Department of Natural Resources is requesting bids for turnkey skidder herbicide application services at Bonneau Ferry Wildlife Management Area in Berkeley County, with sealed bids due September 16, 2026, at 10:00 AM EST and a mandatory pre-bid conference on September 1, 2026, at 11:00 AM near 2783 Highway 402, Cordesville.

The scope covers herbicide application across four compartments totaling approximately 1,339 acres of mature loblolly pine stands. The specified treatment is 14 oz Arsenal AC and 16 oz DLZ surfactant per acre in a minimum 25 gallons per acre water solution; chemical and brand substitutions are prohibited. Work must be completed before November 15, 2026, and excludes hunting days coordinated with the area manager. Lottery hunts on Side B will prevent spraying Wednesday through Saturday beginning in October. Treatment areas are delineated on provided maps.

Bidders must hold a current South Carolina contractor's license and applicable herbicide applicator licenses. Insurance requirements include Commercial General Liability of $1 million per occurrence, Auto Liability of $1 million per accident, and Worker's Compensation with statutory limits. Bidders must register as a South Carolina vendor with a valid vendor number prior to bid submission.

Pricing shall be submitted as a fixed unit price per acre based on actual acres treated, with payment upon 100% completion and approval. The estimated contract period runs September 18, 2026, to November 15, 2026. The contractor must provide GPS mapping of treated areas, coordinate with SCDNR staff at least one week prior to arrival, and assume responsibility for removal and proper disposal of all herbicide containers and related refuse. Questions are due September 2, 2026, at 1:00 PM EST. Responses must be submitted through the SCEIS portal, FedEx, UPS, or USPS; email and facsimile submissions are not accepted.
