About this opportunity

The City of Atlantic City, New Jersey, is requesting sealed bids for turf maintenance of city-owned athletic fields under BID #26-45R, with bids due August 27, 2026, at 1:00 p.m. through BidNet Direct. Bidders must hold a minimum of five years of experience in natural and synthetic athletic turf maintenance, infield preparation, and laser grading; current New Jersey business licensing; and valid chemical application certifications.

The scope spans maintenance of two natural grass fields (Surf Stadium Baseball Field at 545 North Albany Avenue and Uptown Complex Field at the corner of N. Massachusetts and Madison Avenues) and six synthetic turf fields (Chelsea Heights Field, Texas Avenue Field, Shellum Dolphin Field, Duanne Harris Field, Pete Pallitto Field, and Pop Lloyd Stadium). Natural field maintenance includes monthly fertilizer applications per specified formulations applied by licensed professionals, weed control, bi-weekly fungicide applications from May through October, twice-yearly aerification, clay application and laser grading of infields, and sodding as needed. Synthetic field maintenance consists of regular hand debris removal supplemented by mechanical sweeper removal twice monthly and monthly fiber grooming using mechanical groomers.

The contract term runs September 1, 2026, through December 31, 2027 (an initial four-month period followed by a twelve-month period). The City reserves the right to award by group—Group A for natural fields and Group B for synthetic fields—to the lowest responsible bidder, with unit prices governing. Quantities may increase up to 20 percent during the twelve-month contract period. Bids exceeding $50,000 require a bid bond or certified check equal to 10 percent of the bid amount (not to exceed $20,000), and a 100 percent performance bond is required upon award. Contractors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million general aggregate, Automobile Liability Insurance of $1 million, and Workers' Compensation Insurance of $500,000 per accident. All contractors and subcontractors must comply with the New Jersey Prevailing Wage Act and maintain New Jersey Department of Treasury registration prior to contract award. Payment is made within thirty days of invoice submission and work acceptance.
