About this opportunity
The City of West Sacramento is requesting proposals for tree maintenance services across Community Facility Districts and Landscape and Lighting Districts, with proposals due September 19, 2024. Proposers must be registered with the California Department of Industrial Relations, hold a California Contractor's License (C-49), maintain a Certified Arborist on staff during performance, and demonstrate previous work experience with other public agencies — each a mandatory qualification filter.
The scope encompasses pruning across four diameter-size classes (0–6, 7–15, 16–23, and >23 inches), tree and stump removal, tree planting (15-gallon and 24-inch box stock), stake replacement, root barrier installation, weed and pest control, arborist consulting, and emergency response to hanging limbs, wind damage, and downed trees. Work covers approximately 15,472 trees distributed across 13 Community Facility Districts plus Landscape and Lighting Districts and CAM facilities, organized on a 4-year pruning cycle under ANSI A300 Tree Care Standards and ANSI Z133 Safety Standards. The City requires traffic control plans for lane closures on major roads. Proposers must accept the City's standard contract terms with minimal qualifications and comply with organic waste disposal and procurement requirements under California SB 1383.
The contract term is at the City's discretion for up to three years, with the option to extend for two additional one-year periods, for a potential five-year term. Fiscal year 2023/2024 expenditures for this work totaled $772,000, with approximately two-thirds allocated to cyclical pruning and one-third to removal and planting work orders. Pricing shall be submitted as electronic line-item unit costs for each service category, including crew rental rates, emergency response rates, arborist services, and equipment rental — all-inclusive with no additional charges except for services the City requests. Cost is weighted at 21.1 percent of evaluation scoring; the lowest-cost proposer is not guaranteed award. Questions are due September 9, 2024, at 4:00 p.m. Prospective interviews are scheduled for October 3, 2024. The contract is subject to California prevailing wage requirements and requires comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence, $1,000,000 commercial automobile liability per accident, and workers' compensation per statute.
