About this opportunity

The West Virginia Department of Transportation, Division of Highways, is requesting quotes for an open-end master agreement on Tree and Arborist Services for statewide use under ARFQ 0803 DOT2700000006, with bids due August 6, 2026, at 10:30 AM EST and technical questions due July 29, 2026, at 10:00 AM EST.

The scope covers 119 contract line items: traffic control services (pilot trucks, devices, flaggers, arrow boards); labor categories (crew foremen/climber specialists, equipment operators, general laborers); specialized equipment (aerial bucket trucks, excavators, grapple trucks, chippers, grinders, mulching mowers); equipment attachments (disc mulchers, grapples, boom mowers, brush cutters); and debris disposal. Vendors must bid all traffic control items or face disqualification but may bid on any or all West Virginia districts and counties. The contract is a multi-vendor award with no guaranteed quantities; individual projects will be assigned to lowest-cost qualified vendors based on site-assessment estimates. Vendors are responsible for site assessments, traffic control compliance per Manual on Temporary Traffic Control for Streets and Highways, OSHA standards 1910.269(r) and 1926.950(a)(3)(i), and ANSI Z133-2026 safety standards. Emergency work orders are compensated at 1.5 times the bid price with a six-hour response requirement.

Vendors must carry commercial general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. All bids must remain firm for 90 days following opening. Pricing is submitted on Attachment A using unit prices for each line item. Vendors must be registered with the West Virginia State Purchasing Division and compliant with the Secretary of State, Tax Department, Worker's Compensation, and Unemployment Insurance requirements. Payment is via electronic funds transfer or P-Card; invoicing requires ADO numbers, daily reporting signatures from WVDOT engineers, and work completion verification. Contact: Jeromie F. Lanham, 304-720-7383, jeromie.f.lanham@wv.gov. Submit bids via OASIS upload, hand delivery, mail, or fax to 304-558-0047.
