About this opportunity

The Michigan Department of Treasury, through the Department of Technology, Management and Budget, is requesting proposals for a contractor-hosted commercial off-the-shelf unclaimed property system, with proposals due August 24, 2026 at 11:50 a.m. Eastern.

The system must enable end-to-end management of unclaimed property, including receipt of approximately 30,000 annual holder reports, processing of claims for cash, securities, digital assets, and tangible items, and delivery of online portals for holders to report property and for citizens to search for and claim property. The solution requires full integration with existing state systems including SIGMA, CEPAS, FileNet, LexisNexis, and MiLogin. FileNet integration must support API-based image retrieval and display with indexed metadata fields (SystemAreaKeyID, SystemAreaID, and DocType) and notifications to trigger internal workflows. ICHAT background checks are mandatory for all assigned staff upon contract award notification.

The contract term runs seven years from September 14, 2027 through September 13, 2034, with the option to renew for up to three additional one-year periods. Pricing must remain fixed throughout the contract term with no increases permitted for additional licenses. Invoices are payable within 45 calendar days via Electronic Funds Transfer. The contract requires State Administrative Board approval given the anticipated value.

Evaluation criteria are vendor qualifications and experience (30 points), vendor question responses excluding experience (3 points), personnel resumes (10 points), Statement of Work compliance (70 points), and business specifications (75 points). Proposals scoring 150 points or higher are eligible for pricing evaluation. The State will award to the responsive and responsible bidder offering best value based on technical merit and pricing, and reserves the right to conduct site visits, proof-of-concept meetings, and interviews. Oral and demonstration presentations are scheduled for the week of October 19, 2026. Questions were due August 5, 2026; answers were posted August 14, 2026.
