About this file

This is a Bidder Questions & Answers document issued by the State of Michigan's Central Procurement Services (Department of Technology, Management & Budget) for RFP 260000002419, the Unclaimed Property System. The document addresses seven inquiries from prospective bidders regarding contract requirements and system specifications outlined in the Schedule A Statement of Work and Business Specification Worksheet. Key areas of clarification include personnel background check requirements, system implementation flexibility, FileNet imaging integration capabilities, and document workflow processes. The responses confirm that ICHAT background checks are mandatory for all assigned staff upon contract award notification, that "Not Applicable" designations are acceptable for implementation-related deliverables when no system implementation or data conversion is required, and that FileNet provides browser-based image viewing with metadata integration capabilities to support internal workflow triggers.

The Q&A document establishes critical technical specifications regarding the integration between the Unclaimed Property System and FileNet for document management and retrieval. Responses indicate that the system must support API-based interfaces to retrieve and display images associated with specific entities such as claims, reports, or properties, utilize indexed metadata fields including SystemAreaKeyID, SystemAreaID, and DocType, and enable notifications when new documents are added to trigger internal workflow processes. No pricing terms, set-asides, incumbent information, or funding source details are addressed in this Questions & Answers document, as it functions solely as a clarification mechanism for prospective bidders preparing their proposals.

Answer (to be completed by the State)

1
Document:

Schedule A – Statement of Work

Section:

20. Contractor Personnel Requirements

92
Can the State of Michigan please confirm that ICHAT and drug testing is applicable and required for this project where (a) the database of information is not maintained by the federal government, and/or include federal tax information; (b) staff assigned are not Michigan residents; and (c) where the project does not involve federal funds, DOT-safety sensitive positions, interaction with children, and/or medical services? In lieu of the ICHAT system, would the State of Michigan consider accepting a nationwide background investigation that includes a comprehensive review of federal, state and county criminal records databases utilizing all alias and social security trace information for the individual as well as a search through the national prison registry, parole board and federal administrative agency databases, and checks against the national sex offender database, consistent with other State of Michigan unclaimed property service contracts?

If searches through ICHAT and drug testing is required, can the State of Michigan please clarify the evidence required to be provided by Contractor to the State for satisfactory completion? For example, would an attestation from the Contractor confirming satisfactory results for those staff assigned to the project be sufficient?

Finally, can the State of Michigan please confirm that this requirement (if applicable) should be completed upon notification of contract award?

It is required for vendor to provide satisfactory ICHAT results for all staff.
