About this opportunity

The City of Orlando, Florida is requesting qualification statements for transportation engineering and planning services to develop and implement a citywide Speed Management Plan funded through a U.S. Department of Transportation Safe Streets and Roads for All grant, with statements due November 5, 2026 at 2:00 p.m. Respondents must be registered in Florida to provide professional engineering services under Section 471.023 of the Florida Statutes and must hold a current Certificate of Authorization from a licensed engineer — a mandatory eligibility filter.

The scope comprises three components: project coordination and public outreach; supplemental planning activities and preliminary engineering during the Base Phase to develop a data-driven Speed Management Plan; and Phase 1 design and implementation of quick-build demonstration activities across approximately 40 miles of speed management installations. The work will execute in phases, with the Base Phase commencing upon initial Notice to Proceed and Phase 1 initiated following NEPA and right-of-way certification. Proposed personnel and subconsultants must demonstrate relevant experience in transportation planning, engineering, traffic engineering, GIS, public outreach, and construction cost estimation. Respondent compensation will be negotiated following finalist selection, subject to a maximum salary multiplier rate of 3.00 without approval by the City's Chief Financial Officer.

The City will short-list a minimum of three qualified respondents for presentation before an advisory committee, with subsequent contract negotiations with the top-ranked firm. Evaluation occurs in two phases: short-listing criteria weight experience and qualifications at 50 points, past project performance at 40 points, and personnel availability at 10 points. Final ranking emphasizes understanding of project scope and approach at 30 points. Questions are due October 23, 2026 at 5:00 p.m. Responses are limited to 50 pages and must include business qualifications, W-9 and Federal SF 330 forms, professional liability and errors and omissions insurance evidence, and certifications regarding debarment, suspension, human trafficking, foreign country of concern, lobbying activities, and conflict of interest.
