About this opportunity

Multnomah County, Oregon is issuing RFI-35-2027 for transit service in rural Multnomah County, with responses due October 14, 2026 at 4:00 p.m. PDT. This is an information-gathering exercise only — no monetary exchange or contract results from submission, and all materials become County property.

The County seeks information on one or both of two service models: Demand-Response Service (door-to-door or door-to-transit-stop dial-a-ride with minimum weekday service and possible weekend expansion) and Group Service (regularly scheduled group trips for 3–8 riders with up to 4 trips per month anticipated frequency, including wheelchair-accessible transport). Services target elderly, disabled, and non-vehicle-owning residents traveling within rural Multnomah County, between rural areas and the TriMet service area, or to adjacent portions of Columbia, Washington, and Clackamas counties.

Current demand-response trip volume ranges from 0 to 6 rides per month, though the County seeks partners interested in growing service. All providers must accommodate riders with mobility issues, wheelchair users unable to transfer, and special-needs populations. Historically, Multnomah County has allocated approximately $50,000 annually for rural transit services, funded through the Statewide Transportation Improvement Fund program.

Respondents must address company experience, capacity, scheduling capabilities, geographic restrictions, risk mitigation, and service delivery measures. Supplier access to the Multco Marketplace Supplier Portal requires registration at least 5 days prior to closing. All correspondence is electronic; respondents must maintain updated contact information in the portal and be able to receive all materials electronically.
