Deliverables include daily facility inspection reports, individual facility condition assessment reports with findings and recommendations, an executive summary covering all properties, presentations to the Transit Asset Management team, and updated FTA Form A-15 data. Work must be completed within six months of agreement execution. A pilot program demonstration on the Maintenance Building at Garden Grove Bus Base is required before assessing remaining facilities. All vehicle lifts must be inspected by Automotive Lift Institute (ALI) certified third-party inspectors, with costs included in the contract amount. Proposals must not exceed 50 pages, formatted in 12-point font, double-spaced on standard 8.5" × 11" paper.

The total project budget is $375,000 on a firm-fixed-price basis. Interviews are scheduled for November 12, 2025. The contractor must maintain Commercial General Liability and Professional Liability insurance of $1,000,000 each, and OCTA will retain 10 percent of monthly invoices as security. Questions are due October 1, 2025.
