About this opportunity
The Metropolitan Government of Nashville and Davidson County Department of Waste Services is soliciting qualified contractors to provide transfer, hauling, and disposal services for municipal solid waste collected in Davidson County under an RFP with proposals due July 23, 2026.
This is an indefinite delivery/indefinite quantity contingency contract activated only upon actual or anticipated emergencies, with no guaranteed minimum or maximum purchase amounts and no compensation unless Metro issues a Task Order. The planning standard assumes a potential debris volume of 10 million cubic yards, with debris removal to be completed within 90 calendar days and disposal operations within 180 calendar days.
Mandatory participation goals are 9 percent for Minority Business Enterprises (MBE), 7 percent for Woman Business Enterprises (WBE), and 6 percent for Small Business Enterprises (SBE) and Service-Disabled Veterans (SDV) over the life of the contract. Offerors must complete Equal Business Opportunity documentation and demonstrate good faith efforts to meet MBE and WBE goals.
Scope includes removal of disaster-generated debris from public property and rights-of-way, establishment and operation of Temporary Debris Staging and Reduction sites, debris segregation and reduction, and lawful disposal of all debris excluding hazardous materials and putrefied garbage. Contractors must demonstrate ability to mobilize resources within 120 hours at full capacity and maintain grinding operations of 200–250 cubic yards per hour with no more than four hours of downtime per 24-hour period. Failure to meet performance standards incurs liquidated damages of $500–$1,000 per day.
Pricing is based on unit prices submitted on a Cost Spreadsheet with Net 30 payment terms. Offerors must provide a 100 percent performance bond equal to each purchase order and maintain comprehensive insurance including $1 million general liability per occurrence, $1 million automobile liability combined single limit, statutory workers' compensation, and $5 million pollution liability per occurrence. All work must comply with current FEMA Public Assistance Program requirements.
Evaluation criteria: cost (40 points), methodology and approach with capacity to perform (40 points), qualifications and experience (20 points), and an Economic Engagement Assessment. Anticipated award is August 3, 2026, with contract execution expected by August 25, 2026.
