About this opportunity

The City of Phoenix is requesting bids for traffic signal visibility improvements at three intersections under federal-aid RSAP/HSIP funding, with bids due August 11, 2026 at 2:00 p.m. and a pre-bid meeting on July 28. This is a Davis-Bacon Act project subject to prevailing wage requirements; no Disadvantaged Business Enterprise goal has been established, but small business utilization is highly encouraged.

The scope encompasses safety modernization at Jesse Owens Parkway and Baseline Road, 7th Street and McDowell Road, and Cave Creek Road and Greenway Parkway. Work includes pavement removal and replacement, concrete curb and gutter construction, concrete curb ramp installation, asphalt concrete pavement placement, crack sealing and microsealing, water service line extensions, and traffic signal equipment installation (signal poles, mast arms, signal heads, pedestrian signals, controllers, wiring, and conduit systems). Key quantities include removal of 721 linear feet of existing concrete curb and gutter, removal of 6,007 square feet of concrete sidewalk, construction of 681 linear feet of new concrete curb and gutter, and construction of 6,423 square feet of concrete curb ramps. Signals must include flashing yellow arrows for left-turn movements and targeted crosswalk illumination. All work must comply with ADA-compliant design standards and detailed pavement structural sections requiring 9 inches of asphalt concrete with PG 70-10 binder. Coordination with SRP for underground power easements and APS for power service pedestals is required. Arizona 811 must be contacted at least two working days before excavation.

Sealed bids are due August 11, 2026 at 2:00 p.m. submitted to the Design and Construction Procurement Bid Box at Phoenix City Hall, 200 W. Washington Street. A pre-bid meeting is scheduled July 28, 2026 at 8:30 a.m. at 1034 E. Madison Street, Gecko Conference Room, with virtual Teams attendance available. Bidders must register as vendors in the e-Procurement system, submit a bid guarantee of not less than ten percent of the bid amount, and acknowledge all addenda on the proposal. Performance and labor and material bonds equal to the full contract amount are required prior to execution. The three lowest bidders must submit the List of All Subcontractors and Suppliers form within five calendar days after bid opening by 4:00 p.m. The City reserves the right to award to the lowest responsive and responsible bidder or reject all bids.
