About this opportunity

The Colorado Department of Transportation (CDOT) Region 1 is soliciting proposals from one consultant to provide owner's representative engineering and construction administration services for the Traffic Signal Replacement project (Project No. SHE-R100-445), with proposals due August 13, 2026. The project spans ten signalized intersections across Region 1 in Denver County and Denver City, and will be delivered using a Construction Manager/General Contractor procurement method.

The scope encompasses signal pole and mast arm design, curb ramp improvements, signing and striping modifications, environmental assessments, geotechnical investigation, pavement design, and traffic control planning. The consultant must provide pre-construction design plan review; construction phase management including weekly progress reporting, daily work diaries, and contractor compliance monitoring; inspection documentation and materials testing; and post-construction deliverables including as-constructed drawings and final materials documentation. Full-time staffing of up to five personnel is required: a Professional Engineer (PE) registered in Colorado serving as Consultant Project Engineer, Assistant Project Engineers, Schedule Specialist, Civil Rights Specialist, and Public Information Specialist, plus inspectors and materials testing technicians. All work must comply with CDOT's latest manuals, Field Materials Manual, Construction Manual, M&S Standards, and applicable AASHTO and ASTM standards. Key personnel must be CDOT-approved and remain assigned for the contract duration unless replaced with CDOT approval; failure to meet key personnel requirements may result in contract termination.

The estimated project timeline runs from October 1, 2026 through December 31, 2029, with construction anticipated to begin spring 2027 in packages. Project funding is planned through State Funds with potential federalization at CDOT's discretion and FHWA oversight. The consultant must submit detailed invoicing with CDOT-specified formatting, monthly budget forecasts, and comprehensive documentation of labor, equipment, and other direct costs.
