About this opportunity

The Illinois Department of Transportation (IDOT) is requesting sealed bids for traffic signal modernization at five intersections along E Indian Trail Road in Kane and DuPage counties on behalf of the City of Aurora under Contract 61M10, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX system. Traffic signal construction and maintenance personnel must hold current IMSA Traffic Signal Technician Level II certification, and all traffic signal controllers and cabinet assemblies must be supplied by an IDOT District One-approved equipment supplier.

The project spans 2.917 gross miles along E Indian Trail Road (between Ohio Street and Pennsbury Lane), with a net project length of 0.814 miles accounting for omissions between termini. The five modernized signals will be integrated into the City of Aurora's existing centralized transportation management system. Scope includes traffic signal installations, hot-mix asphalt, drainage, and electrical systems with comprehensive specifications covering materials, quality control, and testing requirements. The contractor must coordinate utility relocations and protection measures with ComEd, AT&T, Lumen, RCN, Nicor, and the City of Aurora. Beginning on the work start date, the contractor assumes responsibility for maintenance of existing roadways within project limits and for operating and maintaining existing and temporary traffic signal installations once construction begins.

The contract will be awarded to the lowest responsive and responsible bidder. IDOT reserves the right to reject any or all proposals and to waive technicalities. The project is funded as a state and local construction effort under IDOT District 1.
