About this opportunity
Memphis Light, Gas and Water Division (MLGW) is requesting quotations on three separate line items—351 reflective traffic cones, 71 cartridge filter replacements, and 503 units of liquid dishwashing soap—with quotations due August 26, 2026 at 2:00 p.m. Pacific Time. These procurements are restricted to certified Locally Owned Small Businesses (LSB), a sheltered-market set-aside anticipated to receive competitive bids from at least three LSBs. All bidders must provide current LSB certification and foreign-adversary certification as required by Tennessee law.
Traffic cones must be 28 inches high with a 14-inch square base, weighing 7.25 pounds, constructed from polyvinyl chloride in fluorescent orange, and feature two reflective bands (6-inch band 3–4 inches below the top; 4-inch band 2 inches below the lower band). Cones must comply with American Traffic Safety Services Association specifications, Manual on Uniform Traffic Devices (MUTCD) latest revision, and National Highway Cooperative Research Program Report 350. Approved manufacturers include Hill & Smith (28PVCS6CC4CC), JBC Safety (RS700323M64-MLGW), and Lakeside Plastics (2850-07-MM-L and 2850-07-MM-SSL). Cones must be stenciled with the MLGW logo.
The filter line item specifies Campbell 1PS-B cartridge replacements. The soap line item calls for 38-ounce Procter & Gamble Joy brand liquid dishwashing soap for gas/static discharge use.
All items require delivery to MLGW's ship-receive location at 1060 Tupelo Street, Memphis, Tennessee by September 18, 2026. Pricing must be FOB Memphis, Tennessee with freight prepaid and allowed. Quotations are restricted to invited suppliers. Bidders proposing alternate products to the approved traffic-cone list must submit product data sheets. Payment processing requires a minimum 30-day period from invoice receipt or goods acceptance, whichever is later. All quotations and responses are governed by Tennessee law and MLGW contract terms covering delivery, warranties, nondiscrimination, and supplier diversity compliance.
