About this opportunity
Trinity River Authority of Texas (TRA) is requesting Statements of Qualifications from prime consulting firms to provide professional services in Planning, Design, and Construction Administration across water treatment, wastewater treatment, and water reuse facilities, with SOQs due August 24, 2026 at 3:00 p.m. Firms may qualify for a maximum of 12 service categories from the available 18 primary and 13 specialty categories. This is a two-phase procurement under Texas environmental regulations; qualification in this RFQ opens eligibility for Phase Two competitive proposals on specific projects.
The qualification term runs two fiscal years from December 1, 2026 through November 30, 2028. TRA anticipates 41 capital improvement projects across multiple regional water and wastewater systems in FY 2027–2028, including pipeline rehabilitation, treatment plant expansions, meter station improvements, and system master planning. Firms must maintain at least one fully functioning office within Texas and employ staff properly licensed by applicable Texas professional licensing boards.
SOQ submissions must include a three-page landscape infographic, detailed category-specific qualifications and five-year project experience, quality management approach, staff resumes, and a company-wide Quality Management Plan signed by the Executive Officer. Evaluation weights are Firm's Professional Experience (80 points), Firm's Project Staff Qualifications (80 points), and Firm's Approach to Quality Management (40 points). Firms must achieve a minimum score of 150 points out of 200 to qualify. Qualified firms will be notified by November 2, 2026 and invited to respond to project-specific RFPs thereafter. Questions are due in writing by July 20, 2026 at noon. A non-mandatory pre-submittal meeting was held June 9, 2026. No pricing or contract values are specified in the qualification phase.
Opportunity text
The Authority owns and operates water treatment and supply facilities, wastewater treatment facilities, interceptor collection systems, and water reuse facilities. The Authority invites the submission of a Statement of Qualifications (SOQ) from interested prime consulting firms (Firms or Firm) to provide professional consulting services across the required primary and specialty categories. Firms are the main focus of this SOQ process. Do not provide an SOQ with multiple Firms (i.e., teams). The qualification will be for a term of two years during the Authoritys fiscal years (FY) 2027 and 2028, beginning December 1, 2026, and ending November 30, 2028. Firms are encouraged to submit qualifications and contact information in response to this Request for Qualifications (RFQ) to assist the Authority in creating a list of FY 2027 to 2028 Firms that may provide opportunity for assignment to specific capital improvement projects not currently under contract in Planning, Design and Construction Administration (PDCA).
