About this opportunity

The Town of Telluride is soliciting qualifications from firms for a comprehensive wastewater infrastructure upgrade project involving design services for an influent pump station rehabilitation, new equalization basin, and associated earthwork/retainage. The procurement seeks specialized consultants with expertise in wastewater treatment design, focusing on equalization tank design, preliminary treatment, pump station rehabilitation, electrical improvements, bypass pumping, and complex site engineering. Specific technical requirements include designing a new equalization basin within an area with challenging 40-50 percent slopes, developing oil and grease segregation strategies, and preparing detailed design drawings and specifications. The project demands comprehensive support services including site surveying, equipment recommendations, and design documentation. Evaluation will be conducted by a four-person engineering committee using eleven equally weighted criteria, with consultants required to provide hourly rate sheets and price ranges for multiple implementation scenarios. Qualifications must be submitted by February 5, 2025, at 4:00 PM local time, with submission options including email to togren@telluride-co.gov, mail to P.O. Box 397, Telluride, Colorado 81435, or hand delivery to the Town of Telluride Public Works at 1370 Black Bear Rd.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the procurement appears open to qualified engineering and design firms with specialized wastewater treatment infrastructure expertise. The project is part of the Telluride Regional Wastewater Treatment Plant (TRWWTP) enterprise fund, which allocates funds based on immediate and justifiable needs. Preliminary project calculations indicate a minimum equalization volume requirement of 200,000 gallons, suggesting a significant infrastructure investment. Construction support services will be handled through a subsequent amendment with the selected consultant. Although no specific budget range is disclosed, the project complexity and site-specific challenges suggest a substantial engineering and design contract. The procurement emphasizes technical capability, with a preference for firms demonstrating direct experience in pump station design, flow equalization, and grease removal methodologies. The project's location in Telluride, Colorado, within Washington County, implies potential unique environmental and topographical considerations that will require sophisticated engineering solutions.
