About this opportunity

The City of Sanford, Florida, Purchasing Division is requesting quotes for towing and recovery services for city-owned vehicles and equipment on an as-needed basis under IRFQ 2425305, with responses due August 13, 2026 at 2:00 p.m. The solicitation requires a single successful bidder and mandates registration as a Florida vendor with a minimum three-year operational history in Florida and compliance with Florida Statute 323.002 wreck vendor standards — these are hard eligibility filters.

The scope encompasses 24/7 responsive towing and recovery throughout central Florida with a maximum 30-minute response time from a main office within Sanford city limits. Services include towing of vehicles ranging from 10,000 GVW or less through Class VII and VIII vehicles, driveshaft and axle removal, winching and off-road recovery, heavy equipment loading and transport, and combination over-the-road rig towing. Pricing is structured separately for within-city-limits and outside-city-limits deliveries. Bidders must submit detailed pricing on Attachment B with flat fees for towing categories and per-mile costs for out-of-city services.

The contract term is one year with options for one-year renewals not to exceed five years total. The first 90 days constitute a probationary period during which the City may terminate based on vendor performance. Pricing remains firm for the initial one-year term; thereafter adjustments are calculated using the Consumer Price Index (CPI-U) per a specified formula. Insurance requirements include a minimum of $1,000,000 commercial general liability, $1,000,000 comprehensive auto liability, and workers' compensation coverage, with the City named as additional insured except on professional liability and workers' compensation policies. Bidders must provide proof of insurance, Florida state license, business tax receipt, vendor registration, W-9, and three project references within the past three years. Payment is net 30 days. The City is exempt from sales tax and will not reimburse storage, C.O.D., packaging, or drayage charges.
