About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive pricing for road material delivery services at the William Beardall Tosohatchee Wildlife Management Area in Orange County. The procurement involves supplying and delivering two types of road materials: 2"-5" rock and stabilized road base (including shell, shell-rock, crushed cemented coquina, crushed limerock, or equivalent FDOT-approved materials) to two specific job sites. These sites are located at the intersection of Powerline Road and St. Nicholas Road, and on Lake Charlie Road. Vendors must provide pricing per ton for materials at each job site, with requirements to meet Florida Department of Transportation road base criteria. Sealed bids are due December 22, 2025, at 2:30 PM ET, with a public opening scheduled for the same time and date. The initial contract term is one year from purchase order issuance, with a completion deadline of May 30, 2026, and potential yearly renewals for up to three additional years. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to bid opening.
The contract does not specify any set-aside designations for disadvantaged enterprises. Contractors must provide a minimum of three references for similar projects and are prohibited from subcontracting. Insurance requirements include workers' compensation with minimum employers' liability limits of $100,000 per accident, $100,000 per person, and $500,000 policy aggregate, along with general liability insurance. The estimated annual material requirement is $70,000, with no guaranteed minimum quantity. Delivery specifications mandate a minimum of 10 truckloads per day between 7:30 AM and 4:30 PM ET on pre-approved dates. Contractors will be paid upon completion of work, with potential partial payments at 50% and 100% completion stages. Liquidated damages of $100 per calendar day will be applied for delays beyond the completion date. All material deliveries require DOT certification, and pricing must exclude federal and state sales or use taxes while including all delivery and fuel charges.
