About this opportunity

Lodi Unified School District is requesting sealed bids for replacement of the movable competition swimming pool bulkhead at Tokay High School with a new competition-quality fiberglass/composite bulkhead, with bids due September 22, 2026, and a mandatory pre-bid conference and site visit on August 18, 2026 at 10:00 a.m. Disabled Veteran Business Enterprise (DVBE) participation goals of at least 3% annually apply if state School Facility Program funds are used. Attendance at the mandatory site visit is required; failure to attend renders a bid ineligible for consideration.

The scope encompasses removal and disposal of the existing bulkhead, furnishing and installation of a new corrosion-resistant bulkhead meeting NCAA, FINA, USA Swimming, and World Aquatics competition standards, full installation services, deck cleaning, and staff training. The bulkhead must be compatible with the existing pool configuration at Tokay High School, 1111 Century Boulevard, Lodi, California 95240. Bidders must hold a California State contractor's license (Class B or C-53), be registered as a public works contractor with the Department of Industrial Relations, and prevailing wage requirements apply under California Labor Code sections 1770 et seq.

Bid pricing includes a base bid amount plus a 20% owner-controlled contingency for unforeseen conditions and scope gaps, with unused contingency retained by the District. A mandatory bid bond of 10% of the total bid price is required. Performance and Payment Bonds (100% each) are required upon contract award. Construction is scheduled from November 1, 2026, through June 30, 2027, with completion anticipated by July 2, 2027. Requests for Information are due August 26, 2026, by 1:00 p.m., and the final addendum is due September 3, 2026, by 1:00 p.m. Board award is anticipated in October 2026. The District may utilize an owner-controlled insurance program for the project and reserves the right to prequalify bidders and award to the lowest responsive responsible bidder based on the base bid amount.
