About this opportunity

The State of Alabama, through its Office of the Chief Procurement Officer, is soliciting quick quotes for digital advertising to support Go Build Alabama FY2027 construction recruitment program, with quotes due September 23, 2026.

The scope encompasses multi-platform digital advertising including display advertising on AL.com (standard units, high-impact billboards, half-page placements, and in-article video); Meta paid social advertising; search engine marketing; and connected web services. Deliverables include co-branded display advertising (1.5 million annual impressions), targeted native display advertising (1.5 million impressions), launch campaigns (200,000 impressions), three homepage adhesion units, two custom articles with 30 days of social promotion, two professionally produced long-form videos (3–5 minutes each), two vertical videos for Instagram and Facebook Reels, one Instagram contest, and year-round brand integration including weekly e-newsletter branding and event recognition. The contract also includes a four-month sports podcast presenting sponsorship with two episodes per week (two host-read sponsor mentions per episode), expected to generate approximately 10,000 Spotify downloads monthly and 336,000 views per video short.

Quotes must be submitted through Alabama Buys and registered suppliers must participate electronically. The total contract cost is not to exceed $25,000, including the original agreement and any renewals over a term extending up to five years with annual renewal options by mutual written agreement. Bidders must provide itemized pricing for each tactic, partnership component, and sponsorship element, clearly distinguishing guaranteed impression levels from estimates and identifying all production, placement, platform-management, and reporting fees. Quotes must specify proposed platforms, geographic coverage, audience-targeting methods, flight dates, creative specifications, and minimum contract terms. Bidders must disclose subcontractors, third-party platforms, data fees, ad-serving fees, and any exceptions or excluded services, and must identify a make-good policy for underdelivery and provide sample reports or dashboard descriptions demonstrating reporting capabilities.

Price escalation requests may be considered if material, labor, or other contract components significantly increase, provided approved increases do not exceed 5 percent of annual contract cost. Suppliers must be E-Verify enrolled, Alabama sales tax certified, and debarred-and-suspension certified.
