About this opportunity

The Maryland Transit Administration (MTA), a modal administration under the Maryland Department of Transportation, is requesting proposals for third-party administrator audit services under TORFP No. AGY-27-036-SR, with proposals due July 24, 2026 at 2:00 p.m. EST. The MTA intends to make a single award and requires MBE participation at 15% and VSBE participation at 3%, with no subgoals.

The scope encompasses audit assurance and consulting services for healthcare invoice review covering medical, vision, dental, and prescription plans for approximately 10,000–12,000 covered lives. Services include recurring monthly invoice audits and reconciliations, periodic claims audits using random or targeted sampling, and special audit or consulting engagements initiated by the MTA. The MTA anticipates 3–6 engagements or work orders annually, with audit work comprising 70–80% of hours and consulting work representing approximately 20–30%. Work will be performed on a hybrid basis with remote access for most procedures and onsite access required for specific tasks, with onsite work expected to represent 10–20% of total engagement hours. The contractor must prepare draft and final audit reports, conduct on-site reviews with vendor contractors, support up to eight presentations to stakeholders, and provide monthly status reports. Engagements may be conducted under Generally Accepted Auditing Standards, Government Auditing Standards, or AICPA Agreed-Upon Procedures standards. Contractor personnel must complete security clearance and criminal background checks and comply with HIPAA, Maryland privacy laws, and MTA internal data-security policies.

The contract term is three years (January 1, 2027 through December 31, 2029) plus an eight-month optional renewal period (January 1, 2030 through August 31, 2030). Pricing shall be based on fully loaded fixed hourly labor category rates (Partner, Manager, Audit Supervisor, Senior Auditor, Staff Auditor, and Subject Matter Expert) not exceeding approved master contract rates. Offerors may propose alternative hour distributions provided total costs do not exceed the contract maximum. No routine travel is reimbursable. Place of performance is the Maryland Transportation Office of Audits at 6 St. Paul Street, 8th Floor, Baltimore, Maryland 21202, where the state will provide office/cubicle space and network access. A pre-TORFP virtual conference was held July 15, 2026; questions were due July 17, 2026. Proposals must be submitted electronically through the eMaryland Marketplace Advantage system. The procurement officer is Michele Jones at Mjones19@mdot.maryland.gov or 410-767-5393. Addendum No. 2 provides responses to 34 prospective-offeror questions.
