About this file

This is an Electronic Transaction Fee Appendix document for the Maryland Department of General Services (DGS) applicable to all DGS-controlled procurements, including Statewide and Agency-Specific Contracts. The appendix outlines the mandatory fee structure and reporting requirements that contractors must comply with throughout the contract term. The document specifies that contractors must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract no later than forty-five (45) calendar days after the end of each reporting period. The fee is calculated on the gross invoice amount, less any returns or credits, and must be incorporated into the contract's unit prices rather than charged separately to customers or identified as a separate line item on invoices.

Contractors may submit the electronic transaction fee via Automated Clearing House (ACH) transfer to the Maryland Comptroller or by check to the Office of State Procurement at the Department of General Services' Fiscal Services Division in Baltimore, Maryland. ACH payments must include a note specifying that the payment is for the "DGS 1% Fee." Simultaneously with each fee payment, contractors must submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to the designated DGS email address using the required vendor reporting template. Failure to timely and accurately remit the electronic transaction fees will result in a determination of default under the contract. This appendix became effective as of January 2026.
