The City of Philadelphia's Department of Sanitation and Department of Streets is requesting proposals for an Emerging Leaders Leadership Development Program under RFP with proposals due October 23, 2026, at 5:00 p.m. Philadelphia time, with a pre-proposal meeting on October 5, 2026, at 12:00 p.m. via Microsoft Teams. Small Business Enterprise (SBE) and Local Business Entity (LBE) participation is a central evaluation factor, with an overall SBE participation range of 19 percent and separate category breakdowns for Micro, Emerging, and Midsize SBE tiers.
The scope encompasses executive coaching, organizational assessment and development, leadership development coaching, facilitation of organizational communications, web-based training and learning management, and succession planning. Deliverables include organizational assessment findings, implementation plans, evaluation plans, action plans, and regular verbal and written progress reports documenting attendance, engagement, skill attainment, and program performance.
The maximum contract compensation is $75,000 for the entire contract period, with all expenses included. The contract term commences on or about December 1, 2026, and ends November 30, 2027, with the City retaining the option to add up to four additional one-year terms at its sole discretion. Applicants may propose fixed-price or hourly rate compensation structures on a task-by-task basis. The City will pay invoices based on actual task hours, actual hourly wage rates, actual company overheads, actual allowable profit, and actual direct expenses, with no retainage withheld for non-deliverable products and services.
Applicants must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, obtain tax clearance, maintain required business licenses and permits, and comply with all applicable City regulations and political contribution disclosure requirements. Applicants must maintain comprehensive insurance coverage with minimum limits of $1,000,000 for general liability, automobile liability, and professional liability, with the City named as additional insured. Questions are due October 8, 2026, at 5:00 p.m. Philadelphia time. Applicant interviews and presentations may be conducted at the City's discretion in October 2026, with contract execution anticipated in December 2026.
